Summary0004760: Create subtype on OT with no related facts (so no roles) makes it very hard to add a population
DescriptionIf you create a subtype on an OT with no related roles (no FTs) then the population is of course empty. Adding new items will result in an error:
ListIndex out of bounds (0), TStringList is empty.

The population window also has the first item being listed as first line next to the #, as a new columnheader. This seems to indicate an off-by-one error.
Steps To ReproduceCreate a new subtype on an OT with a population but no associated FTs. Try adding a new population.

Lookup + copy/paste does work though, so there is a workaround.

Bug reproduced by:
- Starting a new population, with only one role
- Add one row, and click OK.
