Merge overwrite details has a default setting, which should be turned on when an OTFT is merged which is newer (updated) or from a newer namespace version. Currently these are only detecting timestamps on the OTFTs, which are a little skewed due to bad timestamp handling in the past.
Current implementation will consider the newer namespace version (and if they are the same, look at the timestamps on the OTFT). If newer, the overwrite details will be turned on, if not it remains off.
