Summary	0004282: Dot.exe - System Error
Description	Some Windows machines lack vcruntime140.dll which is required by Dot. And Dot is required by PlantUML for generating diagrams. CaseTalk should check the absence of it, and prevent a system dialog by dot.exe. It is confusing.
