Summary	0003923: Allow TC to be intentially absent
Description	Some modelers have the need to confirm the absence of a TC. Currently CaseTalk shows it when it is added, but has not means if the absence of it is purposeful or simply by not having checked it.
Additional Information	The options for the TC should therefor be: TC XOR TC + XOR Absent
