Summary0002450: Expression Namespace version paradigm
DescriptionExpression versions are set to the version of the IG when created. They are not updated when the IG is checked in/out. When merging these into a different IG, the expressions in the target should receive the version of the source IG and not keep the version number they once were created in.

New functionality should handle:
- If expressions in both IG's are of the same namespace and version, the merged expression receives the version of the source IG.
- If expressions are merged they should be listed as originating from the version of the source IG (as long as the namespaces correspond).
