Summary0001564: Create Subtype should create FTE
DescriptionTo explicitly create a new subtype with the refactoring functions, only creates an OTE. Yet philosophically the user explicitly states there is a subtype. Therefor an FTE could also be created. We may need a template expression for it, or (re-)use the "is a subtype" expression.

The refactoring allows Object types to be created without an FTE, therefor the Subtype creation does not require a FTE to be made.
A refactoring feature should be added to create/copy/move and OTE to a FTE and the other way around. 0001692
