Description	Merging InterTC is not always working properly.
Steps To Reproduce	Merge a source model with subtypes, all under a single interTC, over the target where less subtypes exist with a narrower intertc.

If target roles already exist, and only partial source roles are merged, the InterTC could still be merged entirely.
