The installment seemed to default back to properly installed ODBC drivers instead of the provided Native Client Libraries.

The connections defined in the CaseTalkManager.ini needs to be tweaked to contain the following lines:

OdbcParams=MARS_Connection=yes;AnsiNPW=yes;Encrypt=no
OdbcDriver=SQL Server Native Client 11.0
OdbcLibrary=sqlncli11.dll
