Summary	0003754: Namespace dependency administration
Description	Namespace dependencies are up to the modeler and altered in merging models. The server should facilitate which namespaces are allowed to merge and which not. Currently this is documented locally in the modeler settings database, and only warned in model well-formedness. Some dependencies should be mandatory and enforced.
