Summary0003295: Interconstraints merging fails
DescriptionInterconstraints are not properly merged. They seem to be triggered when only one part of the OTFT pair is being merged, and failing because of the other halve not being present yet.

Merging InterUCs was happening inline with IntraUCs. The InterUCs should be delayed until all related OTFT's are merged first.

 InterTC&UC is now merged/extended after all OTFTs are completed.
