Summary0003251: Download into new project
DescriptionDownload IG Version tries to reopen a matching project from disk before opening the IG(Z) into it. This should be a user choice to allow it to happen, use the current project, or a new project file.

 This should be provided by the "File\Open from Server", but that function seems to be wrong.

Download from server is now working.
- users may choose to reopen an existing project
- if declined, choose a folder to start a downloaded copy elsewhere.
- warnings and confirmation dialogs are in place to not overwrite existing files.

The download will attempt to download the newest IG if possible.
