European Union has a Registry with code lists. Perhaps, if custom attributes specify them, we could use those to validate the population as an external code value list.
INSPIRE code lists are downloadable as CSV files. Once saved as XLS file, they may be imported with "File\Import\Reference Data" to become available internally in CaseTalk.
