Summary	0005706: Add additional language support to CaseTalk, Manager, and Portal
Description	Provide localized (multi-language) user interfaces across the product suite. Users should be able to run CaseTalk, the CaseTalk Manager, and the web Portal in additional languages, with translated menus, dialogs, labels, and messages. This covers extending the existing localization framework so the same set of languages is consistently available in all three applications.
